A dedicated workshop is conducted with the Executive Leadership Group (ELG) and the ACT(S) Leadership Group (ALG) to build alignment and set a unified direction for the program.

This session focuses on:

  • Clearly define the leadership challenge and expectations for the Operational Leadership Group
  • Communicate the ELG’s vision and compelling story behind ACT(S)
  • Reinforce the organization’s core safety values
  • Provide an overview of the ACT(S) framework and transformation goals
  • Clarify leadership roles, accountability, and ownership

This foundation ensures that operational leaders are prepared and organized to lead the program effectively, with a clear understanding of their role in driving change.

To lay the foundation for a tailored ACT(S) strategy, the Codebreaker Assessment Tool (CAT) is used to evaluate the current state of safety and health within the organization or project. This diagnostic tool examines key cultural dimensions to understand how closely the organization aligns with High Reliability Organization (HRO) standards.

The CAT assesses both the management and leadership of occupational safety and health across four critical areas:

  • Clearly define the leadership challenge and expectations for the Operational Leadership Group
  • Communicate the ELG’s vision and compelling story behind ACT(S)
  • Reinforce the organization’s core safety values
  • Provide an overview of the ACT(S) framework and transformation goals
  • Clarify leadership roles, accountability, and ownership

The ACT(S) Leadership Group (ALG) engages in a facilitated online leadership course known as the Universal Leadership Toolkit, designed to strengthen their collective leadership capacity. This course provides insights on developing essential leadership behaviours to drive and sustain cultural transformation across the organization.

It covers four key principles:

  • Self-awareness + (Sense making)
  • Self-management + (Sense making)
  • Social awareness + (Sense making)
  • Relationship management + (Sense making)

These capabilities are essential to empower leaders as role models and culture carriers throughout the organization.

A strategic workshop is conducted with the ACT(S) Leadership Group to co-create a transformation roadmap tailored to the organization’s unique context.

This session focuses on:

  • Interpreting and making sense of the CAT assessment findings
  • Defining the overall scope and direction of the ACT(S) program
  • Highlighting the role of storytelling in influencing cultural change
  • Setting individual and collective leadership goals
  • Establishing HeroCODE Coaching Groups to sustain momentum
  • Developing a learning plan and engagement strategy for the next phase (Accelerator 2)

This planning process clearly explains that the transformation is based on meaningful insights tailored to the organization's strategic goals, in order to supporting a clear and practical implementation.

Leadership of OSH

Leadership capabilities of supervisors and managers are developed through the HeroCODE™ framework, which instills the mindset and tools needed to lead proactively and build a collective trust culture across teams. To build this competency, supervisors and managers undertake the IOSH Certified HeroCODE Playbook, a structured learning path that supports practical, values-driven leadership in the workplace.

To cultivate emerging safety leadership across the workforce, the HeroCODE Tactics course is introduced. Regardless of role or level, this course ensures a common safety language that is accessible to everyone in an organization. It instils a culture of empowerment and actively supports the growth of emerging leaders by encouraging individual ownership and proactive safety behavior in everyday work environments.

In this phase, the HeroCODE Fundamentals course is introduced to provide baseline knowledge on the HeroCODE principles. It is incorporated into onboarding, induction, and contractor safety management programs to ensure every individual—for example, new employee, visitor, or contractor—who enters the organization should align with its safety culture and expectations.

A critical risk is any risk with a high likelihood or severe consequence—or both. A focused capability-building process is initiated through a structured Critical Risk Analysis Workshop. This session brings together business unit function leaders and highly competent workforce practitioners to review operational activities and identify site-specific critical risks.

Management of OSH

Based on insights from the CAT and Critical Risk Analysis, a targeted OSH competency framework is developed. This includes defining the technical competencies required for managing identified critical risks and creating corresponding training modules.

Using the findings from the CAT and Critical Risk Analysis Workshop, the organization’s OSH management system and governance structure are reviewed for alignment and effectiveness. Where needed, recommendations are made to enhance frameworks, policies, and structural roles.

The ACT(S) Leadership Group (ALG) identifies individuals to serve as in-house coaches responsible for embedding HeroCODE leadership knowledge, skills, and attitudes across the workplace. These coaches are upskilled to deliver the HeroCODE for Teams course and to lead action learning practices as part of Accelerator 4 of the ACT(S) program.

Coaches are equipped with the knowledge and skills to support teams in functioning as effective Tactical Teams. Through guided on-the-job learning and the use of the Action Learning Cycle, they help teams identify improvements, apply learnings, and build trust. Progress is captured using the Tactical Team Learning Journal, while team capability is assessed through the Team Capability Assessment, ensuring continuous development and alignment with safety goals.

To ensure consistency and impact, mentoring support is provided to guide and strengthen the coaching process. It is essential that in-house coaches are fully supported and functioning effectively during this stage.

At this stage, approximately after 12 months, it is recommended that the workplace conducts an additional Codebreaker Assessment Tool (CAT) review to determine and report progress since the commencement of the ACT(S) journey.

To ensure continuous improvement, a follow-up strategic workshop is recommended with participation from both the ALG and ELG. This session facilitates the identification of next steps aligned with the organization’s values and other business goals.

This group comprises senior leaders within the organization who set the vision, create thrust, and drive tactical alignment for the ACT(S) journey. Their dedication and commitment to transformation establish the energy and drives the ACT(S) program.

This group is formed by the ELG and consists of approximately eight key operational leaders. The ALG is responsible for designing a strategy and leading the effective rollout of the ACT(S) program.
